Erlan is the Chair of the Moreno Valley Planning Commission and Principal Development Specialist for the County of Riverside.
Erlan’s story begins with his parents, immigrants from Mexico, who instilled in him the values of hard work and resilience. Growing up in Baldwin Park, he witnessed firsthand the power of family and hard work. Later, his path led him to Riverside, where he became part of the UCR community and began his career journey with the County of Riverside.
In 2010, his family made Moreno Valley their home. He and his wife raised their two children here, cherishing the close-knit bonds and educational
opportunities this community offers. Erlan’s commitment to public service and volunteering for Moreno Valley led him to become a Planning Commissioner for the city of Moreno Valley. On the Commission, he contributes to discussions and decisions that shape Moreno Valley’s future. Erlan was recently nominated by his peers to be the Chairperson of the Planning Commission.
Since 2010, Erlan has listened to the voices of friends, neighbors, and family, gaining a deep understanding of our community's opportunities and challenges. This community has encouraged Erlan to be their voice and advocate for accessible housing, good-paying jobs, community safety, and addressing homelessness in our neighborhoods.
Erlan is a long-time resident of District 3, where he is raising his 2 sons with his wife Alma Ruiz.
